DCL 20500 – Commissionaires Union of BC recognized as exclusive bargaining agent on Vancouver Island and Gulf Islands

We’re pleased to share some exciting news for Commissionaires on Vancouver Island and the Gulf Islands. An agreement has been reached between the Union and the Employer, the Canadians Corps of Commissionaires (Victoria, the Islands and Yukon Division). Under this new agreement, the Employer has officially recognized PSAC DCL 20500 as the exclusive bargaining agent for all of its employees on Vancouver Island and the Gulf Islands with only a few exceptions.

Who is NOT included in the Bargaining Unit?

  • Employees who work at or from the Head Office and all Regional Offices
  • Supervisors – All Site Managers, Site Supervisors, Deputy Site Managers/Supervisors, and the Unit Security Supervisor Liaison Officer are not considered part of the bargaining unit.
  • Base Operations Security Officer
  • RCMP – Employees who work at or from any RCMP detachment or whose duties are in majority part comprised of the provision of services to the RCMP (e.g. Detention Guards and Matrons) are not considered part of the bargaining unit.
  • Those individuals who are excluded under the BC’s Labour Relations Code, meaning positions that cannot legally be unionized.

All other Commissionaires of the Canadian Corps of Commissionaires (Victoria, the Islands and Yukon Division), including those on the “A List” working on Vancouver Island and the Gulf Islands who perform duties related to parking/bylaw enforcement, security and jailer are now considered part of PSAC DCL Local 20500.

What happens next?

If you are a Commissionaire who works at a site on Vancouver Island or the Gulf Islands and haven’t yet signed a union card with PSAC, we’ll be reaching out to speak with you about joining the bargaining unit. We’ll walk you through the benefits you’re now entitled to as part of the bargaining unit and invite you to sign a card so you can access the full rights of protections that coming with being a union member. 

What does this mean for you?

If you’ve already signed a union card with the PSAC, no action is needed. You’ll continue to enjoy all the rights and benefits that come with being part of the bargaining unit.
