Ten years.
That’s how long public service workers have been reliving the same pay nightmare.
Since the Phoenix was launched in 2016, not a single pay period has gone entirely right for federal public service workers. The problems never stopped—but compensation for those harmed did, ending in 2020. Today, the crisis grinds on in a familiar loop. According to the Public Service Pay Centre Dashboard, 258,000 pay cases remain unresolved, and nearly half have been waiting for more than a year.
This isn’t just a technical failure—it’s a Groundhog Day trap. The same errors. The same financial stress. The same unanswered cases. Paycheque after paycheque, year after year, with no end in sight.
With the 10-year anniversary of Phoenix upon us, it’s time to stop waking up to the same problem.

Instructions for sending a letter:
You are encouraged to personalize the email below by adding your own story. Using your authentic voice and lived experience helps government officials understand the real and ongoing impact of the Phoenix pay system disaster, and why urgent action is still needed.
Consider describing how Phoenix has affected you directly, such as experiences with underpayments, overpayments, delayed or missing pay, or the stress and financial strain these errors continue to cause. Personal examples make clear that Phoenix is not a past problem, but a continuing crisis for public service workers.
You may also wish to share if Phoenix has influenced major life or career decisions. For example, if you have chosen not to apply for other public service positions for fear of being “phoenixed,” or if you have delayed retirement due to uncertainty about your pay. These realities help demonstrate that the system remains far from fixed and continues to affect PSAC members and their families.
