NOLC+KDLC Labour School and PSAC Education (Non-PSAC Course) Subsidy Information

The Canadian Labour Congress (CLC), along with the North Okanagan Labour Council (NOLC) and the Kamloops and District Labour Council (KDLC) are hosting a Labour School in Kelowna. The school will take place from September 16 to 18, from 9:00 AM to 4:00 PM daily at the Coast Capri Hotel (1171 Harvey Avenue) in Kelowna, BC.

The school is offering two 3-day courses:

Course 1: Women in Leadership

Traditionally, Women in Leadership is offered at the CLC Pacific Region Winter School. However, due to its popularity, the CLC has partnered with the NOLC and KDLC to offer a session in the Southern Interior. They hope that by doing so, it will remove possible barriers and provide an opportunity for those who are otherwise unable to attend the course in Harrison Hot Springs. 

This course offers union women an opportunity to develop and enhance their leadership skills and knowledge in a variety of current and emerging labour issues. Some of components of the course will cover communication, motivational, and public speaking skills that are important for women activists. Participants will explore ways of building on these skills and drawing on their experiences as they advance along the path to leadership and consider running for an elected position or supporting others who run. Whether you’re thinking of leadership within your union, your community, or in politics, this course is for you.

Course 2: Mental Health First Aid

This course covers the essential knowledge and tools to recognize when someone’s mental health may be declining, respond with confidence, and care for your own well-being while supporting others.

Through the course, participants will:

  • Increase mental health awareness
  • Understand stigma
  • Learn how to use the ALGES framework to support
  • Learn reflective self-awareness
  • Review mental health supports

There are limited spots available for Affiliates and their members. The cost for registration is $325 per person, which includes lunch. Please note – this fee does not include transportation or accommodations.

Participants are required to obtain permission from their respective Affiliate (PSAC) prior to registering.

HOTEL BOOKING INFORMATION

A special rate of $209 per night (plus taxes and fees) based on single or double occupancy, is being offered to Labour School participants. Attendees will use the group code “7760645” to identify they are with the school. Individual call-in reservations can be made directly through the Coast Capri Hotel, using the toll-free reservations telephone line: 1-800-663-1144 or by booking through the hotel’s website (coasthotels.com).

The deadline for the group discount rate on hotel bookings is August 17, 2026.

PSAC BC Education Subsidy for the NOLC+KDLC Women in Leadership Course

The PSAC BC Education Program is offering four (4) education subsidies of $325 each to cover the registration costs for PSAC BC members in good standing who have applied for the NOLC+KDLC Labour School, taking place this fall in Kelowna.

We invite PSAC BC members registering for the school to apply for an education subsidy to help offset the registration fee. You can apply using the subsidy application form linked below.

On the application you may also outline any additional costs you expect to incur in order to attend the Labour School, excluding Loss of Salary or Leave with Pay. These costs may include mileage, travel expenses, hotel accommodations, and meals beyond the lunches provided during the school. Please list these expenses with estimated dollar amounts. We also ask that you indicate any other sources of funding you have applied for or secured (e.g. Local/Branch, Component, Area Council, Regional Committee, etc.)

Please note: While we encourage members to provide this information on the application form, they are ultimately responsible for covering any additional costs associated with attending the school. This may involve obtaining support from other sources or covering expenses personally. The education subsidy is intended solely to cover the course registration fee.

PSAC BC Education will not provide subsidies to cover Loss of salary and will not provide Leave with Pay union authorization letters for attendees of the Labour School. Participants must arrange their own leave for attending the course, and confirm in writing that they have done so before any subsidy amount is paid.

The deadline to appy for a PSAC BC Education subsidy is Wednesday, July 29 at 4 PM Pacific. Applicants approved for a subsidy will be contacted the third week of August. The PSAC will pay the registration fee for your attendance directly to the CLC Office on your behalf.
